SDMI is an applied research institute of Louisiana State University. We work inside the mission, in EOCs, grant offices, and field operations, so the software we ship is shaped by how the work is actually done.

Emergency management

We work alongside GOHSEP, the Department of Health, and State Police, so every product reflects real EOC operations, grant rules, and field practice.

Integration & operations

We own the connective tissue: sign-on, data conversion, live sync, and hosting. Disconnected state systems become one picture, and SDMI supports it after launch.

Software engineering

Modern, secure platforms with audit trails on every action, role-based access, and offline-first field tools, built by one LSU team.

GOHSEP & LCLE · Non-disaster grants

GMPro v3

Grants management from posted opportunity to audited closeout.

GOHSEP staff, reviewers, and every applying parish work a federal grant in one system. The federal rules are built in, so problems surface while the application is being written, not after a rejection.

  • Live readiness. Applicants see exactly what’s blocking submission, and who owns it.
  • Budgets on the federal AEL catalog. LETPA minimums, M&A caps, and discipline splits are checked as line items are added.
  • SAM.gov monitoring. Expirations and exclusions are flagged early. Award letters go out for e-signature, and signers never need an account.
  • Configured, not rebuilt. New grant programs launch by configuration.

STARS

State Tracking & Recruiting System

STARS follows every Youth ChalleNGe cadet from application through post-residential mentorship. It runs in production at stars.lsu.edu as one multi-tenant platform, with a dedicated portal for each state.

  • The whole cadet lifecycle, from application to post-residential mentorship.
  • Legacy Access data fully migrated for the programs already live.
  • A new state is configuration, not new code. The state, program, and cycle model already handles states with more than one campus.

Tips reach Louisiana State Police through a dozen different doors. DELTA brings all twelve intake channels into one triage queue for LA-SAFE analysts, and keeps the source of every fact attached.

  • Anonymous tips stay anonymous. Tipsters get a tracking code; no IP address or device fingerprint is ever stored.

Statewide school safety platform

Three applications on one sign-on and one database. Hub is the statewide school directory, with every campus mapped to its parish, State Police troop, and GOHSEP region. LSSAT runs digital site-security assessments with State Police field agents. EOP Builder produces FEMA-aligned emergency plans, with AI-assisted import of legacy documents.

Disaster workforce timekeeping

When an emergency is declared, TimeShield captures every hour worked as reimbursement-ready records. Offline-first iPad kiosks take badge or phone-wallet clock-ins at shelters and EOCs, approvals carry an immutable, geo-tagged audit trail, and payroll goes to LaGov (SAP) in one click.
